Mixing incompatible units will give a mathematically correct but meaningless comparison — the unit label is just text.

Should I always buy the lowest per-unit price?

Not always. Buying the bulk size only saves money if you use all of it before it expires. Perishables, products with short shelf lives, or items you use infrequently can actually cost more if you buy in bulk and waste part of the package.
